An industry group that advises state regulators on workers' compensation rates is recommending a 16.4 percent rate decrease effective July 1.

The Workers' Compensation Insurance Rating Bureau is expected to formally propose the rate decrease to the California Department of Insurance later this week.

The department can accept or reject the recommendation, or come up with its own figure. In any case, workers' comp carriers are not bound by the recommendation.
